Regina M. (Gina) Bleck is the University of Pittsburgh’s vice chancellor for planning, design & construction (PDC). She oversees the development of the physical realm of campus, including the creation and implementation of the Campus Master Plan, Institutional Master Plan, architectural design, interior design, environmental graphics, space management and construction management.
Joining the University in spring 2023, Bleck inherited a robust construction portfolio her team is actively completing. Shepherding the University to a more collaborative, synchronized campus development with the continuum of planning, design and construction under her leadership, Bleck has made organizational changes to improve project management.
Bleck brings much experience to her role, with the first decade of her career at traditional design firms. She gravitated to mission-driven projects and spent two decades in higher education, initially advancing at Rutgers University, where she ultimately served as executive director of Facilities Project Administration, with responsibilities for capital design and construction on all campuses. Bleck was the university architect for over a decade at Georgetown University where she enhanced its rich tradition and spirit of place while improving the pedestrian experience by removing asphalt and inserting ADA ramps for navigation. Most recently, as a design-build manager for a national construction firm, she worked on major higher education and hospital projects.
Bleck holds a bachelor of architecture degree from the Boston Architectural College, and two masters’ degrees from Georgetown University – an executive master’s in leadership from the McDonough School of Business and a master’s in professional studies in Regional and Urban Planning from the School of Continuing Education. She is a licensed architect and member of the American Institute of Architects, Association of University Architects, and National Council of Architectural Registration Boards.
